Is this strong enough to stop an arterial bleed? Or is it use to identify veins for catheders?

This tourniquet is only used to find veins. I actually have never used these...I bought them for my coworker and she says that they are flimsy and get stuck while clasped. The only tourniquets that I use are the prestige latex free tourniquets. They cost a little bit more but they are durable, latex free and autoclavable. They are very strong. I would spend the extra money on the prestige. Hope this helps.

How do you clean them to use on a different patient?

How do you clean them?? I threw them away after purchase, product did not actually work, my first 0bservation is they were not sanitized further they did not actually work to slow down blood flow, the material was to elastic, made from cheap material and caused a rash on first use. dirty imported from ... you can guess. instead I recommend the disposable tourniquet that come on roll of which are pre perforated sized lengths and disposable. The same which are now used in hospitals and doctors offices.

Can you get 1 or 2 of these instead of 5 or 6 pack?

I would order the larger package because when these are used they will pick up biologic material (blood, plasma, sweat, skin cells, etc.) and will need to be replaced.
