Q: Will it pass through HDR signals?

No it doesn't, it won't pass through 10bit (required for HRD) either. I bought one of these to use my Xbox One S as a 4K Blu-Ray (my TV has 10bit colour but only on a single port, and HDCP 2.2 on a single port that isn't 10bit). I tried this, but couldn't get 10bit working, only 8bit, and after some research it turns out it's because the device only outputs 4:2:0 rather than 4:4:4 (which is needed for 10bit / HDR) I ended up buying a FuryHD pro, which works an absolute treat.

Q: So i have a 4k seiki a 42 inch. i got a ps4 pro and a xbox one s but it saids it does not have the hdcp 2.2 application. will this converter fix that?

It should. I have the same tv and it worked by plugging the hdmi from my 4k fire tv box into the converter and another hdmi from the converter into the tv. It will convert the hdcp 2.2 signal to standard 1.4 so your Playstation won't know the difference.

No, I bought this for my Xbox one s and it worked for like a week until they patched the system. If your T.V doesn't have HDMI 2.0 You can't get 4k content from a ps4 pro or a Xbox one s/x
