Q: Can this be applied outdoors when the surface is not completely dry?

Better to use when surface is dry and temps outside are not below 40 degrees or above 80 degrees.

Q: Will this work on cracked and chipped linoleum?

I don't recommend it. I would recommend clear epoxy cement and then use a fine sandpaper once the cement is fully dry.

Q: Can this be used to caulk around a tub and shower?

I probably would't attempt to use as the humidity in a closed bathroom is different than the humidity outside.
