is there a best time to add this ?

It should be added once you start planting.

How do i know if i need Apt 1,2 or 3?

We currently have APT 1 / Zero, APT 3 / Complete or APT E /Est. Index in our fertilizer range. 1. If you are just starting on a new tank, it is easier to start on APT1/Zero and then move to APT 3/ Complete when you have more plants. 2. If you have a planted tank with a lot of fishes, APT 1/ Zero is more ideal as it does not have nitrates. 3. If you have a grown-in tank with more plant load, APT 3/ Complete is ideal for you.
