Q: Is this velvet on both sides, or just one side? Is the back side presentable or would it need to be hidden or lined in a garment?

Just one side is velvet... It looks and feels like spandex on the other side, so could possibly work depending on your taste and what you're going for. Like spandex, one layer of it held up to light you can see through it a bit though. I didn't use it to make a garment, so can't fully speak to how comfy it is, but seems like it would be ok and spandex like on the other side.

Q: I’m planning on reupholstering my antique couch. Would this fabric work for this purpose?

The material is great fabric but personally I don't think its heavy enough to use as upholstery fabric. I actually worked at an upholstery shop for a while & if it were me, I'd want a thicker fabric.
