New concrete doesn't adhere strongly to old concrete, it's called a cold joint. You run the risk of your repair popping loose. You may be better off finding a white sanded tile grout, it contains polymers that act like adhesion promotors.

Q: Ready to use? Or do I need to add sand?

It's ready to use. You can add sand if you want to, I'm not sure what your using it for. I used the white Portland cement for hypertufa and than added a beautiful color (blue, green, yellow) the color comes out strong and bright. I have tried it with and without sand, the sand makes it set up faster, you have to work fast.

I just used regular color concrete mix. It’s a powder. Make the color more vibrant than you think you want. It tends to lighten when applied and left to dry. Try to do a small sample

Q: how many sq feet of countertop would this do with your formula?

50 lbs of concrete mix, poured at 1 inch thick, will make about 5 square feet of counter top.
