Can I use this with water instead of gas?

I mean... technically I don't see why not. I have the 1 gallon water version that's white and they seem to be made of similar material. Just remember not to dump it in your gas tank haha.

I dont see why not... but the issue will be with the length of the shaft of the mount. the standard ones I've seen only accommodate a single stack. I'd imagine if you fabricated your own mount, you can stack them as much as you wanted

Can these be secured safely with one rotopax mount? Just don’t want to spend $50+ for it he brackets if I don’t have to. Pretty steep price.

Yes it definitely can be secured with the mount. My recommendation would to buy the lock with is as well. Just so no one takes it.
