I’d say measure your 9 year olds head first to see where their head falls based on the measurements of each helmet. If it falls within the smaller end of the larger size then I’d go with that one because it’s adjustable from there.

is this too big for two 2-3 olds?

Its is adjustable but I do think it is big for 2-3 year olds but there is a size small when you order it.
