Is this part MADE IN USA?

My winch motor has 2 terminals. Will this swap + and - like I have to with jumper cables? The motor body is not common ground.

My hydraulic pumps cut out for about 20 seconds. I hear a click and they work for 10 seconds. Then repeat the process. Will this fix that problem?

12v pump motor has one terminal, will this make the motor run forward and reverse for up/down on my dump truck?
