Q: Can you get on a plane with this as your personal item in addition to a carry on?

Yes you can, just traveled around with it recently, no issues, just make sure to follow weight limit guidelines at your local airport because mine couldn't weigh no more than 30 lbs or else it would have been expensive!! Have funn and good luck friend!! :)

Q: If soaked in water 2 hours will it stay dry inside? Does it float?

I’ve had mine out in the rain with me when doing trips and going places and haven’t had an issue with things getting wet. With that being said I have not soaked it in water.
