Q: Are the buckles metal?

The buckles is solid plastic…..not metal

Q: Does water or rain drain from the water bottle pockets?

I have only being in light rain with the bag and have no problem with leaks whatsoever, however am not sure about moderate to heavy rainfall

Q: How many liters is this backpack?

Id say around 18-19. My Chrome bag is 21. This is actually a great bag. It opens up fully for good vision and easy packing, retrieving. I figured out the straps so that previous ding was unfair. I would have liked a sternal strap to stabilize, but it is fine. Its streamlined design is why I think it is smaller. Great compartment for computer.
