Are they stretchy, do they close with Velcro, how wide are they?

They are stretchy and they close with Velcro. They are about 1.5 inches wide. These straps work great. They do exactly as advertised.

Can I use them on my legs without having to wear jeans?

I don't think so, they ate just straps really to go around the jeans to keep them down in the boots.

Will these boot straps keep my boots from slipping down every time i walk ?

I don't believe so. I wish! That would be great!! These however are straps to keep your pants from coming out of the the boots or your pant legs down in them. :( Sorry
