Q: Isn't 13" Lbs "finger-tight"? Is that right, these "fuel injector hose" clamps aren't to be tightened past finger tight?

13 ft lbs is more than finger-tight. you should snug up the clamps

Q: What prevents the screw from backing out and loosening the clamp in an important application like a fuel line?

I’ve used these throughout the years and they are very high quality. They are stainless and much better than the ones you get at the auto parts stores. Because they are fuel injection clamps and not standard hose clamps, you can tighten the screw very snuggly. I’ve never had one loosen.
