Q: Will this fit a 3 year olds head? Or will it be too big

We purchased it for an adult Halloween costume, so probably too large for a 3 yr old!

Q: Is the position of the bow adjustable by sliding it? I want to wear it with the bow toward the side of my head.

No, the bow is set, but I wanted to wear it a little tilted as well and just twisted the whole thing around. You can't tilt it ALL the way around, but you can get it to the side a bit.
