Would anybody say this is better than a ps4 in terms of performance

The Shield has a much faster CPU, so it will do better in almost anything that relies more on CPU. The GPU isn't as powerful though, so more GPU-dependent tasks such as 3D rendering will usually result in downgraded graphics to make room for better performance. PS4 games tend to sacrifice framerate for graphics, so if you want better performance and don't mind worse graphics, you'll want a Shield.
