You wouldn’t need primer if you’re already using this for painting plastic, just spray the adhesion promoter first then your choice of paint

No, I used it for the same purpose on my jeep. It only puts a light coating that is sticky to the primer. I would light sand (rough the surface) of the fender, clean, use the adhesion promoter and then a primer coat before painting.
