Q: What color is this? Black?

The image is a bit deceiving, but unfortunately, this isn't black. It's more of a dark brown as others have mentioned.

Q: Would it rust if I use it next to my sink? The bottom and surface would get wet occasionally.

It has a brown coating on it but I am using it in the cabinet hence there is no wetness. Oviously, I have no rust on the unit.

Q: Will two rows of half pint mason jars fit on one shelf?

I don’t think it is wide enough. I bought this as a gift.

Q: Do spice jars tip or jiggle because shelf is spaced bars?

I have had no issue with jiggling or tipping on the top shelf. Larger jars sometimes fall off the back as there is no holding bar like on the top. If you are attaching the rack to a wall or are able to have it flush against something you should have no problems.
