At low rpm, is this fan as quiet as the standard brown NF-F12s?

Noise level will be similar. Beige-brown NF-F12-pwm fas are a better choice for low (<1000rpm) speed nevertheless as these have a minimum speed of just 300rpm while the NF-F12 iPPC 3000 pwm won't go below 750rpm.

That is an difficult question... The gpu fan is always smaller and tucked away in the centre of the case... This fan is primarily for radiators so in essense it is going to be closer to a vent than the gpu fan... So you will relatively hear it more... Actually i have no clue... I dont own that gpu... But look at the decibels on this fan and the decibels on your gpu fan... Just bear in mind that when you are talking about fans noise and speed are not the criteria of choice... Well they are to some extent but you have to thing of it as purpose rather than just push air in or out... This fan at 3000 rpm will be louder than a hairdryer... Believe me... It is a 4 pin pwm... So it needs to be in the cpu socket... I have 4 on my radiator running at 41% i can hear them.... But running at 38% i can just tell that the pc is on... If your gpu is making a noise.... Why not shove a fan to help the airflow around the area... Bottom up maybe ????

No. Besides, the set up you are suggesting sounds like too much trouble and could be risky for the fans. Honestly dude, I would not recommend it.
