Q: Can this be used on outdoor tile stairs to prevent edge chipping?

As long as the tile is not super-porous like brick or something it should stick. This was very narrow - i wanted low profile - so you may want something a little wider for a step.

Q: Are both inside surfaces adhesive, or only one side?

Both inside surfaces have adhesive.

Q: Can this be used on tile in the shower?

Over time the steam would definitely loosen it up.
