Q: Would this be ok to run my LED light strips

Would be ok to run power through but you'd obviously need a transformer etc. To step-down from 240v to the 5v or so normal LED light strips need. But would all depend on your light strip setup.

Q: Can this cable be used outside? Says generally unsuitable for outdoor use but it seems to be associated with garden lights.

I think what they mean is that it is not an armoured cable! Yest it is waterproof as long as you have waterproof connectors plugs etc and it is not likely to ha a lawnmower or a spade wielded about it. In these days nursemaiding they are covering their backs! So Captain sensible has to come into force, up to you.
