Is this a once a year 10000 mile cleaner or to be added regularly to supermarket fuel ?

Add regularly to a normal diesel with a specified amount only for example 50ml for a 50 litre fuel ,it increases cetane level to help combustion ,best combo is AR9100 oil friction modifier with Ar6900-D,i had intermittent dpf issues which has gone .Good for short journeys too.It will take effect after some thousand miles. AR6400 you can use every 5 to 10k miles .

Does this contain a anti waxing agent

No, anti-wax products are singular treatments (AR6350) as they are not stable with conventional additives.

Does adding this provide the benefits of using the Super Diesel fuels. In other words if using this is it okay to use regular diesel in a vehicle?

Yes. AR6900-D MAX transforms standard diesel (even supermarket fuel) into a super diesel. Super diesel is standard diesel with more 2-EHN cetane improver, detergent, lubricant, stabilizer etc. AR6900-D is min 75% 2-EHN cetane improver and the remainder comprising of a powerful and modern diesel detergent pack, VERY high quality ester fuel lubricant, stabilizers, corrosions inhibitors, anti foaming agent and combustion catalyst. For this reason AR6400-D MAX is designed to be used with STANDARD diesel and not super diesel.

Has anyone noticed an immediate 'drop' in economy when first using this stuff, if so does it them improve afterwards?

This may be due to cleaning out some nasty build ups. Are you also changing your oil, oil filter, air filter and fuel filer on time? A lack of air can cause massive buildups over time which you may not notice until you begin the cleaning process.
