Why does it make a noise, is it safe.

I don't have a problem with mine making a noise so would think that the one you have may be faulty. May be best to contact Amazon about a replacement.

1. put it to the present time at little white arrow 2. Press down the blue tab (1tab down is about 15min) or 2tabs for longer at the time you want it to come on (usually at night) say it's set for 23:00 . 3 .the light will come on at the time set and for as long as you set it for .4 make sure you slide the blue slide switch to the clock position , the other position is an always ON .

Why can’t I set mine to an off time ? The blue bit doesn’t seem to depress

You press the blue segments down to set a time for the light to come on. For the hours you want the socket off, lift the blue segments up with your finger or a small screwdriver.

Yes you can plug your tv into it and it will turn off the power to the tv, or whatever you have plugged into it. It is a segmented timer.
