Is it Adjustable and is it only for Segway scooters?

No, not adjustable, and yes, only for Ninebot. There is a plate on the bottom that screws to the platform where you stand and it is specifically sized for this Segway. Having said that, there was a review where some guy put it on a different one and used ratchet cables to attach it. Certainly not something I would recommend. I am quite short, under 5 ft, and thought while putting it on that I might have an issue with the handlebar being right in my line of sight, but it actually worked out pretty well.
