Q: whats the difference between the base board game and "the works edition?"

The works edition contains all of the stretch goals from the Kickstarter plus the expansions that are currently on the market. So, you get the whole "works". Kinda like a pizza. See because it's the Turtles. Sorry but not sorry for the humor.

Q: Does this include Kickstarter Exclusive content?

I believe so, The Works is the kickstarter special edition to my knowledge.

Q: Does the works edition have the splinter pack?

Q: Is there a way to buy all the stuff that comes in the works edition separately so i don't have to buy the whole game again?

If I remember correctly, April, Splinter, and Casey will be released as expansions later and Bebop and Rocksteady will released as a set later. Everything else is exclusive to The Works Edition. You can check boardgamegeek.com for details.
