Q: Is this product a primer and bonder in one? Would I use this before acrylic infills?

It is a dehydrating nail base (I.e. primer) that can (and should) be used underneath any nail polish - including acrylics - for longevity. It is not a bonder.

Q: Do you still need to buff?

I do then give them a wipe clean ndthen apply this before base coat

Q: Can I use this on my nails instead of filing the top of my nails before putting gel on?

This product is only for making sure their is no grease on your nails, so that the gel nails stick properly. It can be used prior to normal nail varnish for the same reason.
