No it will be 39 inches with one hand rail

Q: How long should I get for a 7.5 inch rise?

I assume that 7-1/2" rise over the length of the ramp? If so, simply take the height of the top mounting surface of the ramp & divide it by 7.5 This will give you an approximate length of the ramp. Simply round up or down to the nearest length of ramp available. The longer the ramp the smaller the incline will be, thus the easier to push a wheelchair or walk up the ramp.

Q: Can you use this for pool access?

I use ramp to get from backyard deck over steps to go down to cement deck around in ground pool but do not access pool with ramp. I use my wheelchair to pool steps that are shallow and have handrails to assist me in and out shallow end of pool
