Q: Would this work for an axolotl?

In my opinion this size may be a little small. My breeding Ancistrus are about 4 " and it a tight fit. I would but the larger size

Q: Is this big enough for a dwarf cichlid to use (for example Apistogramma Cacatuoides)?

It would absolutely be big enough to serve their purposes.This is a cave intended for plecos and at best your cactoos will be 3.5 inch which is still plenty small to fit comfortably.
