Is quikrete polymer modified structural repair sandable and paintable for an interior concrete wall?

Yes it is I used it on my living room wall underneath a window that was messed up than sanded it than painted

How do you recommend sanding the product that is along side a window with concrete walls 5" wide X 60" tall? No perfection just smooth to paint?

You don't need to sand this prior to paint. Just smooth the surface when applying quickrete as it's setting.

Can this be used directly on top of soil or will i need some form of barrier?

I would use layer of small pebbles.
