Yes, this is very frustrating. If I go by the top one, and it's, say, "3.0", then the bottom one will usually be "4.5" ----- Which is correct, indeed?

Q: Can these strips be used for food items to be canned?

I believe that it can be used for that. I personally use them to test the acidity of lacto fermented vegetables (mostly hot sauce) so I know when the PH is low enough to be shelf stable.

What is the purpose of the second row of colors? Accuracy. Each strip has two pieces of litmus. One reads 'top down' and the other 'bottom up.' They both react and the best answer is in the middle. Compare the color of the two strips on each stick to the color chart, and you'll have your answer. Don't overthink this. Just dunk the strip into the liquid in question, then compare to the color chart for your reading. Easy as that.
