Will this only Keep a chilled bottle cold, or actually chill the bottle from room temperature and how long does it take to chill?

It works best to keep a chilled bottle cold. I have not used it to chill a bottle from room temperature.

Will a 1.5 liter wine bottle fit inside this?

A regular Wine bottle fits. IMHO the 1.5 will not. :-(6/20/2015

It fits all the common wine bottles that I have tried, including the 1L ones (although most are 750 ml), and wuth different form factors
