It is recommended that the toner be applied to hair that is level 8, 9 or 10.

Q: Has anyone used “icy” with a 6vol?

I believe the box directions say using 6 or 10 volume. I normally use a 10. its a 1:2 ratio. and leave for up to 15 m. a friend does this for her blondes: mixes the toners 5-10 m prior, to not get a base lift as the developer will lift further, with 6vol a 1:2 ratio.
