Q: Is this the same as dermalux LED ?

I am no expert in this matter, but they seem to be two different types of product. The one I bought for my wife was to stimulate head hair growth and had an array of laser LEDs of one specific wavelength, designed for hair follicals. Your product seems to be more comprehensive with at least 3 different light frequencies, more functions and corresponding more expensive. It seems to be horses for courses, choose the one that furfills your needs. Hope this helps.

Q: Do the lasers flash on and off when the helmet is on?

No they don’t need to flash. Other manufacturers have to do this to keep the lasers cool. Theradome has gold heat sinks on the back of the laser which draws the heat away and out through the ventilation holes on the top ;-)

Q: Can theradome pro lh80 be used along with regaine?

Sorry I wouldn't like to give an opinion on cross product compatibility, I think you should seek expert/medical advise.
