Q: Will a simple powered hand drill work for drilling new holes?

Absolutely . Not to thick ...1/8”

Q: Description says this is to be used with 36" fencing product. But there should be 4.5ft above ground on the 6ft post.. is that right?

I bought these and 48in fencing and it fits just fine.
