Q: If the mixed port is pointing down and the control lever is pointing up, which side do I hook my hot supply line to? Does it matter??

Any one. One is for HOT & another one is for Cold. If you hook hot supply to any one of them then obviously the other one left is for Cold. Hot and cold can be hooked to any side except mixed port.

Q: Can this be used with a Hand Held Bidet?

Yes. However, keep in mind that your output connection fitting will need to fit. Also, as you should know both hot and cold will be connected. Because I do not know the exact configuration that you are wanting...I can only address your specific question.

Q: What is the maximum hot/cold water inlet pressure ?

I am certain it can handle easily 60 PSI. The stainless fittings are generally good for over 1,000 PSI. I don't know what pressure you had in mind, but remember this is simply a mixer where both temperatures come in (hot and cold) and an adjusted by valve position to provide desired water temperature. Pressure should not be an issue.

Q: I only have a cold line currently hooked up to the mixer. so when i turn it to hot i expect to have no flow, but i’m still getting cold water.

The valve won't scald you, it'll flow tons of cold water waiting to get to the highest temperature allowed.
